Due to extreme high flow, the Town of Billerica WRRF is processing over our designed flow capacity. A combination of I&I and homeowner sump pumps have pushed our flow over 5.5 mgd. We have now reached a point of chemical delivery issues and process control problems. The only way we can maintain good treatment under these circumstances is to not send all of the flow into our phosphorous removal system. All flow will receive normal biological treatment and disinfection followed by disinfection. Our goal is to preserve the integrity of our CoMag system and still provide enough treatment to meet our NPDES permit levels.
Billerica NPDES Permit number is MA0101711, the flow the will not pass thru the tertiary process cannot be determined as it varies at all times, we estimate that 1 to 2 mgd will not get advanced treatment and we anticipate this to continue until the flow subsides.
As per 314CMR 16.04 (1)(b-e) we must included this language.
“Precautionary measures to be taken by the public, including …Avoid contact with these water bodies for 48 hours after the discharge or overflow ceases due to increased health risks from bacteria and other pollutants.
And the 2nd item is a statement that “the discharge of overflow consists, or likely consists of untreated or partially treated sewage and waste.”
