NOTICE OF A PUBLIC HEARING

A Design Public Hearing will be held by MassDOT to discuss the proposed Transportation Improvement Project on the Middlesex Turnpike, Phase 3, located in Bedford and Billerica, MA.

PURPOSE: The purpose of this hearing is to provide the public with the opportunity to become fully acquainted with the proposed improvements to the Middlesex Turnpike, Phase 3. All views and comments made at the hearing will be reviewed and considered to the maximum extent possible.
PROPOSAL: Improvements are proposed for the Middlesex Turnpike Project, Phase 3 for approximately 1.59 miles long, beginning in Bedford approximately 1,000 feet south of the Shawsheen River and extends northwest to a point about 1,000 feet north of Manning Road in Billerica. The improvements will include widening the existing two-lane cross-section to a four-lane cross-section. The typical roadway cross section will include 11-foot travel lanes, 5-foot bike lanes, and 5.5 foot sidewalks in each direction. Ten-foot left and/or right turning lanes are included at selected intersections, where needed. Improvements to Lexington Road and Manning Road will include widening the existing two-lane cross-section to include left turn lanes approaching Middlesex Turnpike. Both roads will also receive 5.5 foot sidewalks in each direction. Also, Lexington Road will incorporate 5-foot bike lanes.
A secure right-of-way is necessary for this project. Acquisitions in fee and permanent or temporary easements may be required. The Towns of Bedford and Billerica are responsible for acquiring all needed rights in private or public lands. MassDOT’s policy concerning land acquisitions will be discussed at this hearing.
Written views received by MassDOT subsequent to the date of this notice and up to five (5) days prior to the date of the hearing shall be displayed for public inspection and copying at the time and date listed above. Plans will be on display one-half hour before the hearing begins, with an engineer in attendance to answer questions regarding this project. A project handout will be made available on the MassDOT website listed below.
Written statements and other exhibits in place of, or in addition to, oral statements made at the Public Hearing regarding the proposed undertaking are to be submitted to Patricia A. Mailed statements and exhibits intended for inclusion in the public hearing transcript must be postmarked within ten (10) business days of this Public Hearing.
